Lyon-Saint Exupéry Masterplan

A public-source digital twin, a phased masterplan to the end of the concession in 2047, a CAPEX pipeline, a current issues register, an environmental assessment and the carbon cost of development. It was built by a seven-role panel (research, aviation planning, architecture, operations, hub airline, city, bid management) and reconciled against Aéroports de Lyon's September 2026 regulatory filing.

Planning caseFigures tagged SRC are from public documents; OSM and DEM geometry is open data; EST marks Aeronova panel estimates; PLAN marks proposals that do not exist. Nothing here is verified airport evidence or replaces your saved bid assessments.

    3D digital twin

Terrain is a 24 × 24 km Copernicus GLO-90 elevation grid (2,401 points via Open-Meteo, 500 m spacing). Airfield, buildings, car parks, rail and roads are OpenStreetMap (283 features, retrieved 18 Oct 2026, local grid centred on the ARP). Building heights come from OSM levels where tagged, otherwise from type defaults EST. Masterplan volumes are indicative PLAN. What the twin shows

    • Runways 17R/35L (4,000 m) and 17L/35R (2,670 m), true bearing ≈175°, 350 m apart.
    • 108 taxiway segments, 12 apron areas incl. the de-icing pads, 7 terminal halls and the tower.
    • Calatrava TGV station, the LGV line, Rhônexpress, A432, D29, 26 car parks, cargo zone (Amazon, UPS, Schenker, La Poste).

    Fidelity

    • Level 1 twin: footprints ±2–5 m (OSM); heights ±30% where defaulted.
    • Terrain at 500 m resolution smooths the airfield; IGN RGE ALTI 1 m would be the upgrade.
    • Not for obstacle or OLS assessment. Verify against AIP AD 2 LFLL before engineering use.

    Next data layers

    • AIP stand chart (stand codes, MARS), PEB/PGS noise contours, cadastral land reserves.
    • ADL BIM/IFC for T1/T2; live AODB feeds for stand occupancy.
    • Wind rose from Météo-France hourly records.

From the downloaded elevation grid, ±12 km either side of the airport. The airfield sits on the flat fluvio-glacial terrace of the Est lyonnais, above the Rhône plain to the north-west and below the Bas-Dauphiné hills to the south-east.

      Demand and capacity

The pinch point is now, not 2035. With T2 closed since 1 April 2026, the whole airport runs through T1, rated by ADL at 11 Mpax nominal. ADL forecasts 10.6 Mpax in 2026 and 11.1 Mpax in 2028, so the terminal is running at 96–101% of nominal until T2 reopens in 2029. ADL names the T1 baggage system as the binding element. Scenario lines:

History 2015–2025 and the ADL base case to 2034 are from ADL's CRE consultation file. ADL base is extended at its own 1.7% CAGR to 2047 EST. Panel scenarios (Bear 1.0%, Standard 2.3%, Bull 3.5%) are anchored on ADL's 2026 figure. The scenario demo uses 10.8 Mpax for 2026; that preset is left unchanged here. Capacity steps: T1 11 + T2 4.5 Mpax nominal to 2023; 13.4 after the T2 pier closed; 11.0 during the T2 closure; ≈14.9 after 2029 (T2 2.4 + ≈1.5 project increment) derived; Phase 2 and 3 steps PLAN.

      Masterplan to 2047

The plan stays within today's two-runway footprint until the concession ends on 31 December 2047. Each phase opens on a measured trigger, not a date, so the regulator and airlines pay for capacity when it is needed.

      05

      CAPEX pipeline

ADL's regulated programme for 2027–2034 is €383M: €333M regulated plus about €50M security and safety ADL DPC. ADL publishes the envelope and the project list, not per-project amounts. The allocation across CRE projects below is an Aeronova estimate that reconciles to the envelope. Rows after 2034 are the panel's pipeline for the next regulatory periods.

Merged from the COO, hub airline, city and designer registers and updated with ADL's 2026 filing. Score = likelihood × impact (1–5 each). Critical ≥16, High 10–15, Medium 5–9.
