Can the opening commitment be supported?
The Harbour Airport rehearsal starts with 11 remaining-work packages, 14 dependencies, two risks and five opening evidence checks. The baseline forecasts day 35 against a day-32 target.
- Brief: declare the status date, target and source assumptions.
- Package network: edit durations, releases, owners and explicit finish-to-start links. Follow the critical work and float.
- Risk and alternatives: test a six-day baggage delay, compare recovery resources or move the target.
- ORAT evidence: record trials, training, handover and an accountable reviewer. Incomplete work and stale acceptance keep the gate on HOLD.
- Decision pack: issue a preserved decision with blockers and owners; download readable HTML and portable study/history JSON.
A future forecast is not readiness today.
The recovery assumption forecasts day 29 at an illustrative two-million model-currency allowance. It still leaves remaining work and required evidence. An on-time target alone cannot clear the gate.
